if a shop owner agrees to perform a particular job for a particular price and does not deliver, then they run a shitty shop and need to be on a blacklist. One thing I've noticed with some lesser quality shops is not so much that they lack mechanical/troubleshooting skills, but that they need better communication skills. If you run a shop and some 18 yo kid comes in telling you that he wants to make 1000hp, don't just take his money and say "no problem." Ask him a ton of questions until you're confident that both of you will be happy after the job is complete. If, for example, the customer is too ignorant to understand why a particular part might not be the best match for another part or situation, dumb it down and explain it to him. If you can't make him understand (whether it be that you suck at explaining things or that the customer is just too dumb to understand), don't take his money or agree to work on his car.
